Condition I. "The Dock Company to engage to construct

a Dock of such form and dimensions as shall be approved by the Commander-in-Chief of the China Station within a perici of 4 years of their taking possession of the land. Should the work not be completed in 4 years from the late of signing the con- veyance a penalty to be inflicted of £100 a month."

With regard to this conaition the Chairman of the Cook Company wrote on the 9th August 1901 that while his Company promised to meet the wishes of the Naval Authorities as far as practicable it could not engage to make alterations should the plans submitted not prove satisfactory to the Naval Authorities. The Commodore then on the 18th August replied: "It goes not appear practicable to come to a more definite understanding until something is known of the plans of the proposed Cock. The Naval Authorities are prepared to meet the Company's wishes in every possible way, and I would suggest that the plans should be submitted for examination so that an idea of the proposals may be gatherel." To this the Chairman replied that the plans would be submitted as soon as practicable after the arrival of the Company's new Chief Manager in September 1901. As the result of further negotiation this condition was on the 30th July 1908 modified to real: "The purchaser to submit plans of the pro-

posed dock to the local Naval Authorities for the information of

the Board of Admiralty and endeavour in every way to meet the wishes of the Naval Authorities." It was further stipulated that

the dock as constructed "be capable of accommodating a First- Class battleship."
